USPS OIG – Puerto Rico District: Delivery Operations

We performed audits at the San Juan Mail Processing Annexes (MPAs) 2 and 3 in Carolina, PR and three delivery units serviced by the MPAs in the San Juan, PR region during the week of March 18, 2024. The delivery units included the Bayamon Post Office, Bayamon, PR; Toa Baja Post Office, Toa Baja, PR; and the Guaynabo Post Office, Guaynabo, PR.

We issued individual reports for the three delivery units and the MPAs we visited. We also issued another report summarizing the results of our audits at all three delivery units with specific recommendations for management to address.

We identified deficiencies affecting mail delivery and property conditions at all three delivery units. Specifically, we found deficiencies with all five areas we reviewed. We also identified issues with contractor badges at the Toa Baja and Guaynabo Post Offices.

We identified deficiencies in three of the five areas we reviewed that affected the efficiency of operations at the San Juan MPAs. We also identified one additional area related to safety and security.
