USPS Executive Officer Detail Announcement

Postmaster General Louis DeJoy has announced the assignment of Joseph R. Bruce to the position of Acting Vice President, Human Resources effective September 30, 2024.

Joseph began his postal career in 1996 as a paralegal specialist.Since that time, he has held numerous positions in the Human Resources function to include Manager, Corporate Personnel Management, Manager, National Diversity Initiatives, Manager, EEO Field Operations and Manager, EEO Compliance & Appeals (Former Eastern Area).

In Joseph’s current role as Senior Director, National Human Resources, he is responsible for the hiring and selection policy for the Postal Service, the Human Resources Shared Service Center in Greensboro, NC, as well as managing Human Resources activities for all employees of Headquarters and Headquarters related facilities.

He continues to play a key role in driving one of our core objectives of improving our hiring processes and updating existing national Human Resources policy.

Joseph received his Bachelor of Arts degree from Villanova University and a certificate in Human Resource Management from Robert Morris University.He is a graduate of the Postal Service’s Advanced Leadership Program, Executive Leadership Program and the Senior Executive Assessment & Development Center
