NALC and USPS have agreed to memorandum of agreement (M-01988) pursuant to the May 24, 2022, Memorandum of Understanding Re: City Delivery Staffing Adjustment – Hiring Part-Time Flexible City Letter Carriers (M-01986)
MILWAUKEE (CBS 58) — As the community mourns the loss of a postal worker killed on the job last week, fellow United States Postal Service (USPS) employees have continued safety concerns.
Effective Nov. 19, all career city carriers will receive a 1.3 percent general wage increase. City carrier assistants (CCAs) will receive a 2.3 percent general wage increase effective the same date.
The Postal Service is required to convert all city carrier assistants in the identified installations to part-time flexible career status as soon as practicable, but no later than the first day of the second full pay period following the date of the respective agreement.

In accordance with the May 24, 2022, Memorandum of Understanding NALC and USPS signed another memorandum of agreement which provides for an additional eight installations in which the Postal Service will convert all city carrier assistants to part-time flexible (PTF) career status.
The election will be conducted by mail ballot in accordance with the NALC Constitution. The Election Committee has retained the services of Survey and Ballot Systems of Eden Prairie, MN, to tabulate the ballots.
Even though a Fort Collins letter carrier was unable to sue the U.S. Postal Service for discrimination in time because of false information union leaders allegedly provided her, the federal appeals court based in Denver agreed Lynda Hickey is now barred from suing the union itself for its misrepresentations.
The National Association of Letter Carriers and the American Postal Workers Union are calling for USPS to increase hiring, adding that long-term understaffing is taking a toll on employee morale.
