USPS publishes Election Mail memos

The Postal Service is providing employees with guidance to ensure the proper handling and timely delivery of Election Mail.

The organization has published three employee memorandums outlining practices and policies to be followed.

The documents — 2022 General Election Mail Preparedness Memorandum, 2022 General Election Extraordinary Measures Memorandum and 2022 Guidance on Postmarking Ballots — were distributed by email in September and October.

All three memos provided updated information about the Postal Service’s longstanding policies regarding the proper handling of Election Mail and reference other guidance distributed throughout the year.

The preparedness and postmarking memos describe practices in place during the entire election cycle. The extraordinary measures memo outlines specific actions to be undertaken in support of Election Mail operations between Oct. 24 and Nov. 29, 2022. The memorandum includes appendices providing specific instruction for Retail and Delivery, Processing and Distribution, and Logistics operations.

Employees are advised and encouraged to familiarize themselves with the contents of each memo. The three memos are located on the Election and Political Mail 2022 Blue page and can also be found at usps.com/electionmail.

USPS has also distributed employee stand-up talks based on each memo.
