American K-9 Wins Rival’s Disqualification From USPS Procurement

American K-9 Detection Services LLC and Global K9 Protection Group LLC succeeded in their protest of a US Postal Service procurement for canine explosives screening and alarm resolution services.

Michael Stapleton Associates Ltd., an incumbent contractor, can’t participate because the USPS couldn’t eliminate the advantage Michael Stapleton received by helping to design the procurement, Judge Ryan T. Holte of the US Court of Federal Claims said in an opinion released Wednesday.

USPS’s minimal amendment of an evaluation factor in the procurement, when it could could have done more to mitigate incumbent advantage, lacked a rational basis, the court said.
