The Postal Service’s shift of many pre-career positions to career status raised its spending on labor but the impact on productivity is less clear, says an inspector general audit.
“Based on our analyses, the employee mix appears to have minimal effect on operational performance at processing facilities, although more analysis may be necessary. Therefore, the Postal Service does not know if the investment to increase the more expensive career workforce improved performance,” it said.
As part of the Delivering for America plan, the Postal Service began increasing use of career employees—who are paid more and have fuller benefits—citing a desire to reduce reliance on overtime, minimize the need for temporary peak season employees, and address the high turnover of pre-career employees.
