USPS says Delivering for America initiatives don’t warrant an advisory opinion from the PRC at this time

As demonstrated above, the Postal Service has appropriately exercised our discretion under Section 3661 to this point and has therefore satisfied the Show Cause Order. The Postal Service will continue its evaluation of the RPDC/LPC network and LTO initiatives and will request an advisory opinion, at such time and in such manner as required by Section 3661(b), if it determines that one or more of these initiatives present a change “in the nature of postal services which will generally affect service on a nationwide or substantially nationwide basis,” and the Board of Governors authorizes such request.
