The Postal Service is required to convert all city carrier assistants in the identified installations to part-time flexible career status as soon as practicable, but no later than the first day of the second full pay period following the date of the respective agreement.

On Feb. 22, NALC and the Postal Service officially opened collective bargaining for the 2023 USPS-NALC National Agreement. Since then, ongoing bargaining committee discussions as well as main table negotiations have taken place on specific issues that affect city letter carriers.

Last April, NALC and USPS settled an interpretive dispute over the Postal Service’s method of calculating overtime pay, Sunday premium pay, general wage increases, and cost of living adjustments (COLAs) for Part-Time Flexible (PTF) city letter carriers in Step AA.
A total of 327 installations have now been added to the all-career model, with over 4,000 PTF positions created, through these agreements.
