Is the USPS business model broken?

We had a full coverage mailing today from BJ’s???
IT was bulk mail, yet it had “electronic service requested”
on it. Which turns it into First Class mail.
I have noticed this on several mailings from large insurance companies.
Amica, Progressive, Geico???
Why hasn’t someone pointed this out??
I mean pay for first class if you want that service.
While we lose billions, and this tool stienr cries to congress.
