Why the Postal Service is struggling to meet its own mail delivery standards

WASHINGTON — The last 20 years have not been kind to the U.S. Postal Service. The rise of digital communication and e-commerce, and the growth of competitors like FedEx and DHL Express, have battered the Postal Service’s business model.

“At this point, they face cash flow shortages and are trying to figure out sort of just how to get by until Congress hopefully participates in the process to figure out what’s next for them,” said Elena Patel of The Brookings Institution.

With complaints about mail delivery common, and millions of Americans preparing to vote by mail, Spectrum News journalists from New York to California mailed hundreds of envelopes to each other to test the Postal Service’s goal of delivering local mail within two business days.

On Wednesday, Spectrum News reported the results: 41.7% of the 213 envelopes were delivered late, after two days.
