USPS DMM Revision: Package Intercept Redirection Options

Effective November 3, 2025, the Postal Service™ will revise Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM®), section 507.5.1.1, to clarify the Package Intercept service redirection options available for Postal Service retail and commercial customers.

Currently, DMM section 507.5.1.1 states that Package Intercept service includes three redirection options:

1. To the sender;

2. To a new address; or

3. As Hold For Pickup.

This revision clarifies the following:

Retail customers have the option to redirect a mailpiece to the sender or as Hold For Pickup.

Commercial customers have the option to redirect a mailpiece to the sender, to a new address, or as Hold For Pickup.

The Postal Service is also revising DMM section 507.5.1.1 to clarify that for both retail and commercial customers, the Hold For Pickup-redirect option may be to the destination Post Office® or to another Post Office.

In addition to clarifying these standards, this revision will provide consistency with these standards as described in the Postal Service retail (usps.com) and commercial (gateway.usps.com) applications.

Although this revision will not be published in the DMM until November 3, 2025, the standards are effective immediately.

5.0 Package Intercept

5.1 Description of Service

5.1.1 Basic Standards

[Revise the second and third sentences of the text of 5.1.1 and add a new last sentence with two new items in 5.1.1 to read as follows:]

***Only the sender or authorized representative may request Package Intercept. If the item is found and redirected under 5.1.1a or 5.1.1b, the Package Intercept fee is collected, and the item is subject to additional postage charged under 5.2.***The options for redirection are as follows:

a. Retail: Retail customers may redirect a mailpiece to the sender, or to the destination Post Office, or another Post Office, as Hold For Pickup.

b. Commercial: Commercial customers may redirect a mailpiece to the following:

1. The sender;

2. A new delivery address; or

3. The destination Post Office, or another Post Office, as Hold For Pickup.

The Postal Service will incorporate this revision into the November 3, 2025, edition of the online DMM, which is available via Postal Explorer® at pe.usps.com.
