Update of FEHB/PSHB ‘Guiding Principles’ Includes Focus on Premiums, Usage Rates

OPM has revised the “guiding principles” for the FEHB/PSHB program, a move that OPM director Scott Kupor said that “at first blush that may sound boring” but was needed in light of developments in the health care sector and information technology since the last update two decades ago.

“These updated principles will anchor how OPM communicates with carriers, evaluates plan performance, conducts oversight, and advances strategic initiatives across FEHB and PSHB. They are not a slogan. They are a management framework,” Kupor said in a posting.
