The Delivering for America (DFA) plan, released in 2021, outlines the Postal Service’s 10-year strategy to improve service and achieve financial sustainability. In 2024, DFA 2.0 provided an updated blueprint for its path forward. Since the release of the DFA plan, the Office of Inspector General has integrated independent and objective reviews of its implementation into our work. This is the fourth in our series of DFA oversight reports. Our objective is to evaluate how the Postal Service’s Delivering for America (DFA) plan has evolved since implementation.
With the release of Delivering for America 2.0: Fulfilling the Promise (DFA plan 2.0) in September 2024, the Postal Service described how it plans to continue transforming into a high-performing, financially sustainable organization. We, the U.S. Postal Service Office of Inspector General, categorized the 13 DFA strategic initiatives into the following key focus areas for assessment of their evolution.
We have provided essential oversight of the Postal Service for 30 years, and since the release of the DFA plan and DFA plan 2.0, we have integrated an independent and objective review of its implementation into our work. This is the fourth in our series of DFA oversight reports, in which we evaluate how the Postal Service’s DFA plan has evolved since its implementation.
While the Postal Service has made progress towards some strategic initiatives, like moving toward a more integrated network, other initiatives have moved slower or gone through multiple iterations.Many of these strategic initiatives require significant investment, as well, and the Postal Service’s financial condition remains dire, halfway through the ten-year plan period. This report provides perspective on the DFA plan’s evolving journey as it has moved through its recent modernization efforts.
