Four years into the Delivering for America plan, the USPS has a mixed record on carrying out the workforce-related aspects of that plan, says an inspector general report.
As part of the latest summary assessment of DFA—a 10-year initiative launched under former Postmaster General Louis DeJoy and being continued under current PMG David Steiner—the IG noted the emphasis on using career positions over pre-career positions, which “have historically experienced high turnover rates, which can lead to increased labor costs for recruiting and hiring. In addition, converting from pre-career to career status improves operational precision.”
Over fiscal 2021-2025, it said, while the employment total fell from 653,000 to 624,000, the number of career employees within those totals rose from 516,500 to 531,000.
