
A United States Postal Service mail carrier accused of pepper-spraying a barking dog near Baytown is now facing criminal charges, deputies say.
Razaq Ali-Balogun was delivering mail in the 400 block of E. Jack Avenue in May 2018 when a dog started barking at him from inside a fenced yard, according to the Harris County Precinct 5 Constable’s Office.
Ali-Balogun allegedly pulled a can of pepper spray and pointed it toward the dog, which cowered and started violently rubbing its head in the grass, police said.
USPS allows carriers to use dog repellant but only when a dog attacks, according to their website.
