WASHINGTON, D.C. — Today, Congressman Seth Moulton (MA-06) introduced the Protecting Mail In Voting Act of 2026, a bill to block any dangerous new U.S. Postal Service (USPS) proposal that threatens to disrupt the upcoming midterm elections.
The bill directly responds to a recent Trump Administration proposal allowing the USPS to withhold mail ballot delivery in states that refuse to turn over state voter rolls to the federal government. Congressman Moulton’s legislation would immediately block the USPS from altering ballot mail regulations or imposing new requirements on voters and states between now and January 3, 2027.
“This proposed rule is a blatant attempt to weaponize the Postal Service and suppress votes just months before a critical election,” said Congressman Seth Moulton. “The federal government has no business screening ballots or threatening to turn away mail trucks because a state won’t hand over its voter data. My bill draws a hard line by preventing this administration from rewriting the rules of our democracy mid-game to engineer an electoral advantage.”
What the Bill Does:
- Blocks the Proposed USPS Rule: Nullifies any new regulation changing the scope, rules, or standards of ballot mail between now and January 3, 2027.
- Protects Voter Data: Explicitly stops the USPS from imposing new requirements on states this year, effectively blocking the mandate for states to hand over voter registration lists.
- Prevents Election Chaos: Ensures that current, trusted mailing standards remain frozen in place through November to avoid widespread delivery bottlenecks and voter confusion.
