Job Candidate Vetting Process at USPS Improved but Still Has Gaps, Says IG

An inspector general report has credited the USPS with improvements in its process for conducting background checks on prospective employees, although adding that it “is still facing risks due to previous and ongoing gaps.”

The report said that most USPS positions are considered low risk and require a background investigation called a National Agency Check with Inquiries, conducted by the U.S. Postal Inspection Service and which HR must verify as complete before beginning to onboard a new employee. In a sample of some 200 hires over 2023-2025, the IG found that 96 percent of employees had completed background checks on file.

It said that the USPS made improvements in the process starting in 2023, including ensuring the background investigation is conducted and that a certification of the NACI being completed is automatically uploaded into the employee’s electronic official personnel file.
