An inspector general report has cited shortfalls in both planning and measuring the impact of one major element of the Delivering for America plan, one major element—restructuring of its transportation, package processing, and delivery network.
Those operational changes included upgrading facilities and processing equipment; consolidating operations around regional processing and distribution centers, local processing centers and sorting and delivery centers; and moving more First-Class Mail volume from air networks to ground transportation and creating regional transportation hubs. Several service delivery standards meanwhile were lowered.
However, halfway through the 10-year plan, “the financial position of the Postal Service has not improved, and the operational changes have coincided with service performance declines, with rural communities experiencing the most noticeable impacts,” the IG reported.
