ATLANTA - Employees at the U.S. Postal Service’s Atlanta local processing center say they have been working without air conditioning for weeks, enduring sweltering conditions during some of the hottest days of July.
In this plan, there is a subsection called the Regional Transportation Optimization (RTO) plan, which aims to reduce the number of delivery trips and mail collections at most USPS facilities farther than 50 miles from a processing plant.
The program is in place each year from April 1 through Oct. 31 and is triggered at any other time when weather reports issued by the National Weather Service for a particular work location indicate that the outdoor heat index temperatures are expected to exceed 80 degrees Fahrenheit during a workday or work shift.

The Postal Service previously proposed five increases over three years, with the July 2025 hike being the first. Additional hikes are planned for January and July of each year through 2027, as part of a USPS effort to improve finances.
