More than 800 care packages sent to U.S. service members across the world from a local nonprofit have been returned to Connecticut.

Based in Berlin, Boxes to Boots collects donations of snacks, candy, and toiletries to fill the care packages, while also aiming to raise $75,000 to cover shipping and operational costs.

Three weeks ago, hundreds of volunteers wrapped the boxes at Berlin High School.

In all, 1,139 were mailed that night. But 884 were marked return to sender by the United States Postal Service.

“They’re just saying undeliverable,” Boxes to Boots President Kristen Gauvin said.

The word toiletries is circled on most of the box labels.

According to a USPS spokesperson, that is the source of the problem. U.S. customs rejected them citing “incomplete forms.”
