To: America. From: USPS. Delayed by: Congress.

Regarding the Dec. 19 editorial, “A stamp of approval for USPS reform”:
The Postal Service is undergoing one of the largest organizational transformations in the public or private sector. Despite making steady progress toward financial sustainability, better service performance and operational excellence, we are often pilloried for recognizing that the tired strategies of the past have failed. We are also disparaged for not overcoming obstacles and impacts that are, and have been for decades, clearly the result of action and inaction by Congress and our regulator. Their resistance to changes that will enable the Postal Service to serve the nation in modern times and be financially self-sufficient — as the law Congress passed requires— is never-ending.
We do not believe our organization is engaged in a hopeless, Sisyphean task, as the editorial suggests. Our ability to meet the needs of the American economy and public is dependent upon fully implementing our 10-year transformation and modernization plan. With this plan, we will provide the nation with a low-cost delivery platform that is competitive, efficient, reliable and financially self-sustaining. We will also expand our role as part of the nation’s critical infrastructure, as we have demonstrated with responsive and expansive coverage provided to meet the nation’s unique needs during events such as hurricanes, elections and pandemics. We understand that some changes have resulted in unfavorable outcomes in select areas of the nation, and we apologize to those impacted. This is the consequence of decades of neglect and inaction.
